Quang Ninh is compared as Vietnam in miniature with full of limited and unlimited resources of “gold forest”, “silver sea”, which gives unique values to Quang Ninh - the land at the furthermost point of northeastern Vietnam. The advantages of the gateway, sea ports, tourism and natural resources have been exploited to promote efficiency and bring benefits to the development of this land as well as the ones who take interest in investing in here. With the goal of building this dynamic area into a place where human knowledge converge and benefits are diffused, Quang Ninh sincerely invites investors to share opportunities and successfully cooperate based on its unique values.

Quang Ninh- a place of geographical advantages

Quang Ninh has a favorable geopolitical position bordering the People’s Republic of China at 3 points. In addition, Ha Long’s coastal line spreads over 250 km, creating a large fishery of 6,000 km2 with over 2,000 big and small islands. At the same time, Quang Ninh is the home to a large amount of rare and precious marine species. Such advantageous geographical position offers Quang Ninh with many favorable conditions for socio-economic development during the process of industrialization and modernization. One of them is an abundant mineral resource, especially coal which is the largest deposit in the Southeast Asia. This is a great resource for the production of construction materials, not just for domestic use but also for export.

Beside obvious material advantages, Quang Ninh also possesses priceless spiritual values. There is a world natural heritage - Halong Bay, which has been twice recognized by UNESCO, a mysterious Yen Tu, a Bach Dang river with “Dong A heroic atmosphere”, a historical and legendary Bai Tho mountain nearby Ha Long Bay ... These historical and cultural relics are the basis to develop different types of tourism such as cultural and spiritual tourism, marine, ecological, and sport tourism.

In the development strategy of the country, Quang Ninh is identified as a point of the Tonkin Gulf economic belt, within the regional cooperation area called "two corridors, one economic belt" between Vietnam and China. Quang Ninh is a part and an important bridge of the free trade area between ASEAN-China as well as the key gateway to the important economic corridor of Hanoi-HaiPhong-Quang Ninh. In the framework of the ASEAN-China Free Trade Area as well as regional and inter-regional cooperation in Tonkin Gulf, Quang Ninh has many advantages and great potentials for the development of marine economy and deep-sea ports that can welcome large vessels. A system of inland ports, roads, railways can also be developed that can allow the exchange of goods to other provinces in the area. In particular, Quang Ninh has favorable conditions to establish maritime and aviation relationship with China and other countries in East Asia, Southeast Asia and the world.

Thanks to these favorable factors, Quang Ninh has unique values that bring opportunities for sustainable development. Such opportunities involve tourism, border trade, seaport logistics, and fishing farming and processing of aquatic products, livestock, poultry, shipbuilding, construction materials production and the largest thermal power center of Vietnam.

Building a Golden bridge

Looking back at the results of attracting investment in recent years we can see that, Quang Ninh has been an attractive destination for both domestic and foreign investors. In 2011, the total social investment capital reached over VND 41,000 billion. There are now nearly 10,000 enterprises within the province. Particularly in terms of FDI, there are 89 projects with the total registered capital of USD 3.729 billion. The investments capital was over USD 735 million, equal to 19.7% of the total investment capital.

The mobilization of investment resources has contributed to the promotion of economic-social development. Every year, the economic and social quota have satisfied and exceeded the assigned plan. In the period of 2006-2010, the average economic growth reached 12.7%; economic scale in 2010 was 1.8 times greater than that of 2005. It is also higher than the target set for the entire delta Red River.

In spite of remarkable results, attracting investment has not met the potentials and advantages of the province. By recognizing its own shortcomings, and with the determination to accomplish three major breakthroughs in the spirit of Congress Resolution XI National Party, the conclusions of the 3rd Central Conference Resolution and 4th of Central Committee, XI, especially the leadership of the Prime Minister on strengthening the mobilization of all resources for economic development - and maintaining social security and defense, Quang Ninh province strives to improve the investment environment and innovation in investment promotion activities. This is considered as one of the key tasks in the current period.

To build a "golden bridge" to attract investors into the province, Quang Ninh has built a clear list of projects calling for investment focusing on five areas: Tourism and entertainment services, seaports, border gates and logistics system; trade, infrastructure, training, priority supply of human resources for high-quality service. Accordingly, the province will have very specific pledges.

Firstly, QNPPC will take on responsibility for the land clearance with the provincial budget and hand over vacant plan to investors. For the form of 100% foreign investment or joint venture of trade projects - services - entertainment, the PPC will be responsible for the land clearance; the land rent in advance by investors. The amount of this advance of the investor will be deducted from the total rent paid by investors.

Regarding infrastructure, QNPPC ensures to provide electricity, water and communications to the project. For labor, they pledge to help investors to train and employ the appropriate labors for the project. Particularly, QNPPC ensures to solve all administrative procedures following the one-door mechanism.

Human and nature brought Quang Ninh outstanding advantages to develop a sustainable, comprehensive and prosperous economy. Therefore, to make full use of the available advantages, Quang Ninh has envisioned new development strategies and plans for the future. Also thanks to those advantages, Quang Ninh has become a center of economy and services, a big center of international and modern trade of the Northern economic region and economic integration in Northeast Asian region. It will be an effective bridge between China and ASEAN.

This will be the center of tourism services, striving to build a leading center of industry and recreation in Vietnam.
